The decision to establish the College of Agriculture at Padannakkad was taken considering the backwardness of Malabar area of the State, its peculiar agro-climatic conditions like highly skewed distribution of rainfall leading to prolonged drought, the existence of vast stretches of marginal lands and wastelands and peculiarities of cropping systems followed in the zone. The erstwhile Coconut Farm (Nileshwar III), Padannakkad, under the Department of Agriculture was transferred to the KAU as per G.O MS 407 / 94 / AD dated 19.11.94 of Agricultural (Farms) Department to start the College. An initial outlay of Rs. 1.0 crores was earmarked for the college in the KAU budget for the year 1994-95. The General Council of Kerala Agricultural University in its meeting on 26th March 1994 endorsed the decision of the Government for starting a full-fledged College of Agriculture at Nileshwar -Pilicode in Kasaragod District. Government accorded administrative sanction to start the college at RARS, Pilicode, as per order No. GA/J1/13662/94 dated 2.06.1994. Accordingly, the college started functioning at RARS Pilicode campus in 1994. The first batch of students was admitted to the B.Sc.Hon.(Ag.) course during the year. Later, the campus was shifted to the newly constructed academic and administrative block situated at Padannakkad in 1998. The performance of the college was eventful during the course of these years.
